I know I'm missing something.

I have a script that identifies malicious bots and bans them. The script writes to a log file. So after get many bots from the same IPs a data centers I decided to ban them before the script runs.

<VirtualHost **.**>
<Directory "/mysite">
Options All
AllowOverride All
Allow from all
<Limit GET HEAD POST>
order allow,deny
allow from all
deny from 72.249.0.0/17
deny from 69.80.224.0/20
deny from 58.224.0.0-58.239.255.255
deny from 210.34.0.0-210.34.15.255
deny from 210.240.0.0-210.240.255.255
deny from 58.224.0.0-58.239.255.255
deny from 212.12.114.0-212.12.115.31
deny from 195.209.224.0-195.209.224.255
deny from 38.144.36.19
deny from 66.135.36.14
deny from 195.209.224.83
deny from 67.159.5.85
deny from 67.159.0.0/18
deny from 221.216.0.0-221.223.255.255
</Limit>
</Directory>

Log file;
User-Agent beginning with 'User-Agent: ' prohibited 2007-08-22 21:43:38 221.219.117.122

Shouldn't deny from 221.216.0.0-221.223.255.255 block 221.219.117.122 ?

What am I missing?

Thanks
