can't get mod rewrite to work

can't get mod rewrite to work

I have this in my httpd.conf file:

RewriteEngine On
RewriteCond %{HTTP_REFERER} !^http://slamomaha.com/ [NC]
#RewriteCond %{HTTP_REFERER} !^http://www.slamomaha.com/ [NC]
#RewriteRule \.(jpe?g|gif|bmp|png)$ http://clicqx.com/images/bleu.jpg [R]
</IfModule>

basically i want to block hotlinks form domain slamomaha.com and replace it wiht bleu.jpg. I have tried this and tried this, I can't get this to work, I have been trying this for weeks and looked all over the net trying to find out why. I have mod rewrite compiled into my httpd daemon, should I compile hte mod and drop it in a directory instead and "Load" it?
