Deny access to index but forward blocked IP's to new dir?

Hi, i've been trying to figure out how to block IP blocks from accessing an area on my site but forward them to another. I'm new to mod rewrite and was told it could do the job anyone have any suggestions? Right now i'm forwarding 403 errors to a new URL but its not exactly what I need to do. Any help would be greatly appreciated
