PHP Based Directory- Make SE Friendly

I hired someone to use mod rewrite on my dynamically created directory that is PHP based.
An example of an URL is this:
http://www.seekgiftbaskets.com/director ... rdDisplay=

The url with .htaccess installed now reads:

http://www.seekgiftbaskets.com/director ... t/Virginia

This is working great... The problem is I have listings for states and cities with more than one word, examples below, and the rewrite is not accessing these files because the words are separated with a "+" or "-"

Is there a way to fix this so I can have all listings using mod rewrite?
